i see what u saying but all those promotion costs aren't even that bad with all things considered. most of the costs are write offs and most promoters and publicists just use their connections anyway so the overhead cost is not even that bad.
i think Oscar vs Floyd was big as all hell but it was also promoted very well too with a big promo tour, they even hyped it during the super bowl, and both fighters did the talk shows and late night shows. Oscar even made funny viral videos online to hype it.
The thing was both Oscar and Floyd could speak English and do well in those circuits where other fighters could not. Both Manny and Floyd can do the talk show circuits and do wonders for this fight

It depends on who the lead promoter is.
For example, I think GBP did a bad job on purpose of promoting both Floyd vs Maidana fights because
1. They were getting paid $5 million regardless of how many it sold
2. Al Haymon and Richard Schaefer were trying to sabotage the company.
They didn't care if that PPV bombed cuz they got paid anyways. Everyone lost money on both those fights except for them.
Now hypothetically - say they were the main promoter for Pacquiao vs Floyd. They would spend a ton of money on advertising and promoting because it would pay itself back many times over. I learned about this on shark tank.

Juan Manuel Marquez blasts Mayweather: “Floyd needs to stop mocking Pacquiao and just take the fight!”
Juan Manuel Marquez weighs in on the verbal cold war between superstars Floyd Mayweather Jr. and Manny Pacquiao as rumours continue to circulate the two titans may finally meet in the ring in 2015.
The biggest fight of all time is still being bantered about in the weeks since Manny Pacquiao defeated Chris Algieri. A fight between the Filipino superstar and the legendary Floyd Mayweather Jr. (that’s been several years in the making) has been hinted at by both sides but the two men have mostly been preoccupied verbally sparring on social media. Mayweather attacked Pacquiao a week ago, posting a looped video of him being knocked down by Juan Manuel Marquez in a fight Pacquiao lost by KO in 2012. The ‘Pacman’ responded by taunting that “TBE” (a moniker of “The Best Ever” Floyd has given himself) stands for “The Best Excuses”. This week, none other than Juan Manuel Marquez weighed in, giving his thoughts in an interview on ESPN Deportes:
“People will blame Mayweather if the Pacquiao fight does not happen,” Marquez told ESPN. “If Floyd wants to be known as the best fighter ever, he needs to demonstrate it by taking this fight and beating the man who was considered the pound for pound best for many years in Manny Pacquiao. Mayweather needs to stop posting videos and pictures on social media mocking Pacquiao and just take the fight. After the fight he can say whatever he wants but until then, the most important thing is accepting the fight!”

It's crazy that after all these years they are rumored to be getting much higher purses than they would have got in 2010.
The TS might have point because the guarantees are so high. At the very least, expect a crap undercard (not that it even maters).
