They didn't order Jacobs because the WBA was under the impression GGG was fighting Eubank Jr. You have to remember, Loeffler never told the WBA that he was negotiating with Brook. It wouldn't have been fair for the WBA to stop the Eubank Jr fight to order Jacobs vs GGG

When they didn't order the fight they didn't expect him to fight a welterweight. If he'd contact them before they negotiated the Brook fight they wouldve said no and ordered the Jacobs fight.

GGG has admitted that Brook will be his toughest fight ever, Hagler had already faced Duran, Hearns, Mugabi, etc., before fighting Leonard! It's a very bad comparison and diminishes both Leonard and Hagler. The link I gave you had a list of WW vs. MW. Pick something other than Duran vs. Hagler or Leonard vs. Hagler.
