I said "safest".... meaning the safer of the two options. No matter if it's 2 to 1 or whatever. Vegas odds don't concern me. They're proven wrong regularly. Don't go to extremes or turn this into a drama movie. If you would bet on a certain fighter or fighters then just name them.
You went as far as to say that you would consider it a "safe bet" to go with Floyd and bet your year's salary. Again, for me, Floyd is not a "safe bet" against all fighters in history in all those divisions you mentioned. I would be very nervous that I can lose a year's salary .... therefore, not a safe bet.
The names? Some were already mentioned but there are more, for sure.

I don't care who you mention at 147, 140, 135 or 130 (which ever version of Floyd we're dealing with), if I had a full years income on the line the safest bet I'd chose is Floyd by decision against any fighter in history.
So if you make $40k/yr and you bet against Floyd then you'd work a full year with no pay. If Floyd wins you get a $40,000 check. If you ask me, Floyd is the safest bet against anybody.
Who else would you bet your money on and why? You HAVE to bet on somebody.

Just Welters and below? I'd consider Hearns, Robinson, Leonard and Gavilan as locks. I'd have to bet on Prime Oscar, Terry Norris, Duran, and I'm sure there are others I'm forgetting.

do you see how SRL win??? SRL go in there and brawl with Tommy, he got permanent eye injury and win after Tommy gassed out. never see it happening with mayweather. in twelve round rule, Tommy k.o mayweather or battered him in twelve rounds.
