If you want to look at skills, then sure
But I don't look at skills and hypotheticals. I look at resumes. I won't pretend to be smart enough to go through history's fighters and accurately rate them, since its all subjective anyways. I would say he's one of the greatest talents, but not necessarily the greatest boxer/fighter, or even near like some top 25. If he didn't dance around the division's best fighters when he hit his prime, then I would look more favorably.

RTD 8 Genaro Hernandez
TKO 2 Angel Manfredy
TKO 10 Diego Corrales
UD 12, UD 12 Jose Luis Castillo
RTD 6 Arturo Gatti
With the exception of Castillo he brutalized the other guys.
3 of the above 6 wins were impressive, one was good, the others decent.

Who did Floyd duck in his prime?
He beat all the best super featherweights in spectacular fashion
Fought the best lightweight in the world in 2 tough fights(I had the first fight as a draw second fight as a win for Floyd),
Then was ducked by Kostya at 140 so he whooped the 2nd best fighter at 140(Gatti).
Floyd only ducked guys while at welterweight when he was inactive an not in his prime.
