i would like to verify if this is the first time this is happening or is cotto fans the only one crying about having their boy having to pay sanction fees. i believe i've read multiple times that champs have to pay sanction fees for their fights title or no title. so why the bitching?

cotto needs to look for another alternative boxer to fight with and get paid $4M max or continue the bout with pacman and pay $150,000 sanctioning fee to put the belt on the line but with a $15M guaranteed purse.
