Burley's failure was mangement and his failure/refusal to fight in New York.
Wins over Oakland Billy Smith and Holman Williams (both also California fighters) wasn't going to get him the big fights.
Only the Zivic trilogy got him noticed but he didn't grab that opportunity and shoot for the Garden. He went back to California instead.
It's hard to say he was ducked when there's no mention of him in the New York papers.
There should have been fights with Armstrong, SRR, Zale, Graziano, LaMotta . . . But the newspaper guys never put him in the mix. No New York fights, no ink, no promoter interest.
He wasn't ducked, he was ignored.

walking away with a decision having never even hurt your opponent means you didn't try, and shouldn't be awarded. If you plan on staying away all night and landing grazing shots, then your opponent shouldn't be obligated to pressure you and make a fight either.
