I've already answered you. He likely had a panic attack and felt shortness of breath. That does not mean his respiratory rate wasn't normal, as I've posted to your dumbo tag team partner multiple times already.
The foaming at the mouth was foaming at the mouth. Maybe it was caused by drugs, maybe it wasn't, but foaming at the mouth in and of itself does not mean that a person is OD-ing. He did not show signs of OD-ing. A doctor told you that and I've posted a video that shows what a person OD-ing on fentanyl looks like.

Floyd was 46. I don't know what the normal rate would be for a 46 year old man, but for a 50 year old man it says below it can be as high as 25. So I'm going to go with the doctor over you.
Normal range
For humans, the typical respiratory rate for a healthy adult at rest is 12–15 breaths per minute. The sets the quiet at around two seconds for an inhalation and three seconds exhalation. This gives the lower of the average rate at 12 breaths per minute.
Average resting respiratory rates by age are:[]- birth to 6 weeks: 30–40 breaths per minute
- 6 months: 25–40 breaths per minute
- 3 years: 20–30 breaths per minute
- 6 years: 18–25 breaths per minute
- 10 years: 17–23 breaths per minute
- Adults: 15–18 breaths per minute
- 50 years: 18-25 breaths per minute
- Elderly ≥ 65 years old: 12–28 breaths per minute.
- Elderly ≥ 80 years old: 10-30 breaths per minute.
But this is irrelevant, because you've disproven the OD theory. So if you want to go with it was high, then go for it. Thanks for proving the OD theory wrong
