Streaming on Showtime Anytime is now included, which is the app for TV SUBSCRIBERS who subscribe to the actual TV channel.
The separate Showtime app, for people who don't subscribe to the actual TV channel, isn't included.
It's two totally separate apps....

If 20 million subscribe through TV (and are counted in TV ratings) and 10 million don't subscribe through TV (and aren't counted in TV ratings), that would mean at least one third of the viewers aren't being counted....
