Why would Manny Pacquiao need Toradol if he was 100% going into the fight (according to Bob Arum) and had no shoulder injury "in need of medical examination or evaluation" (and by proxy medication), according a form he signed under threat of perjury?

There is nothing wrong with the protocol by the way. The blood samples are tested for many things. EPO for instance can be spotted with one sample. You don't need two (before and after) samples.

The shot of Toradol was nothing more than a precautionary measure in the event of re-injuring his shoulder during the fight.
