                NSAC allows it, most fighters don't use USADA....If USADA is involved you need to get permission for everything.

                Nevada rules permit the mixes that Mayweather took(obviously it must be something common boxers use to re hydrate with..ala Oscar taking IV's for Pac...you know saline and vitamins), but because USADA was overseeing the testing he applied for and was granted the TUE for them(meaning something that was common, but because USADA is actually being used..ala most fighters don't use random testing agencies...he needed a TUE, which USADA granted and observed being administered)
