        Because in the past people used Saline to cover up other ped's. So in order to use it now you need to apply. But this method has already been found out. Which is why USADA demands you apply for its use and then tests you before you use it and after.

                    He is on a video on other site, stated he only weighed 149 on fight night, he said he was surprised because he ate a lot. He said he was surprised that Manny came in heavier than him. MAnny put on 6lbs, Floyd 3lbs

                      The The****utic Use Exemption that Mayweather demanded was for rehydration. I don't think you would need it to just regain just 3 pounds.

                      Could be rehydrating to 162 but that got covered up by a stern refusal to get weighed on fight night.
