Well look at it this way.

A. Bob Arum says there are no impediments into making the fight happen, not even Floyd contract with showtime because HBO and Showtime are willing to make a deal for the superfight, and that they will agree to Floyd being the A-side and submit to any drug test he wants.

B. Floyd says Pacquiao needs to leave Top Rank and sign with TMT, and take a flat 40 million without a share of the PPV to make the fight happen.

So which side is impeding the fight?
