Not to me you can't. You need to fight to earn the right to be called a fighter. You need to be accross the ring (or any other format) from another professional and put your life on the line to earn that right.
I don't care if you're trained, you're not a fighter if you don't fight. And by fight I mean fight other guys who fight as a profession. Knowing how to fight and actually fighting are two entirely different things.

Tyson was also mentally weak and struggled to adapt, whilst Lee was a stoic warrior who adapted to many fighting styles.

From scenario to scenario there are differences in quality of form and levels of intensity/brutality, but ultimately, a fight is a fight.
Just because someone doesn't fight under your personally approved circumstances, that doesn't mean they don't consider themselves a fighter, or are in fact, a fighter.
It's an interesting mindset, that only professionally sanctioned fighters actually can claim to have fought, or be fighters. What about navy seals that have gotten in hand to hand combat in the field... Are they fighters?
