HeroBrando, I'll concede that those cathweight requests are worse than Pacquiao's. But no one is trying to make out those fighters are the best of the best. Start a thread about the evils of catchweight requests and we'll see how that discussion goes.
Right here, we're discussing Pacquiao being rated the best fighter in the world despite not really dominating his division in the last couple of years (Mosley, Marquez and Bradley not being the best the division has had to offer). I'm not going to say Pacquiao's wins mean nothing but I do think under the circumstances, it's hard to make a case for him, unless he has an opponent and performance up his sleeve later this year. Can I say fairer than that?
