you cant investigate stuff unless its pretty unanimous and the fact is there are some people who think Bradley won, it was a draw, or it was close. You cant investigate that.

Numbers are also down because HBO are now taking any fight which might get more than 2 million viewers and slapping them on PPV instead. Perfect cases of this are Dawson-Hopkins 1 (not 2), JMM vs Fedchenko, Morales vs Maidana. Soon Canelo should be busting the 2 million viewers mark but HBO decide to force him onto PPV straight away. Chavez Jr might get more than 2 million viewers against Lee but I can see him getting shoved onto PPV straight away too. Not even to mention the effect cancelled fights like Berto-Ortiz and Khan-Peterson could have had. In the end HBO are looking for the quick buck rather than building their fighters properly.
Also, numbers are in fact up on HBO since I think around 2009, when they were averaging less than 1 million per fight. This year major fights have been averaging closer to 1.5 million. Also last I heard ESPN, FOX deportees, and Showtime TV ratings have been up as well, so it indicates the problem lies purely on HBO's end. Added to that boxing is among the top sports on NBCS right now even though they're just c list cards.
Here is how HBO could have made their ratings look big again, and it's fully within their power if they just reject PPV:
Morales - Maidana - 2 million viewers
JMM - Fedchenko - 2.5 million (curiosity for JMM was huge after Pac)
Ortiz - Canelo - 2.8 million
Chavez Jr - Maidana - 2.9 million
Haye - Chisora - 2.5 million
(Winner) - Vitali or Wlad - 3 million
