Black people are naturally better athletes. Evolutionary speaking to survive in a continent like Africa with it's various hardships and predators you need to be strong and fast. Nature kills off those who can't hack it, the ones that are strong enough survive and pass on their genes to the next generation (that's my brief introduction to Evolution).
Evolution has sort of 'worked it out'.
Black people tend to carry more muscle less fat body ratio compared to white people, and that's what makes them not as good swimmers but excellent athletes.

I think this guy has American fighters confused with America itself. American fighters aren't the benchmark of greatness, I mean come on you only have 2 fighters in the BoxingScene P4P top ten and they're 9 (Pavlik) and 10 (Williams).
IMO The benchmark of greatness is coming/going over to America to win a big fight. You have 300+ million people in America which means if you fight there then you have the possibility of millions of people seeing you fight, this just isn't possible elsewhere in the world. Which means thats where the money is.
Pacquiao, Calzaghe, Cotto, Margarito, Marquez, Klitschko, Vazquez, Hatton, Mijares, etc - Some of the worlds top fighters who fight in America but none of them American. America is just where they make their money.
