The thing is, Manny did do that.... against Oscar De La Hoya. Did he not fight as high as middleweight? Didn't he say he could make 147lbs? Didn't Top Rank jump at the chance? Was it a ****** thing for the upcoming lightweight? No, because it was a very calculated risk that paid off big time.
Pacquiao was awarded Fighter Of The Decade, but how much of that was spent at 135lbs and above? We were talking about him "taking care of business that Mayweather should've been". Which business at welterweight was that? Now try and answer that question without going off on a tangent.

He won his ww title in a cw fight. A great fighter would've won the ww title letting the champ come in at the max weight of 147.

I don't think Manny will be remembered as being greater just based on the simple fact that even at Manny's highest rating PBF was always right there with him and in some peoples eye PBF was always above him. Add to that the fact that even though the media and some fighters villified PBF for not taking the fight 95+% of them still picked PBF to beat Manny. Manny being recently KO'ed in brutal fashion really put a dent in his armor in most peoples eyes. With the way this steroid testing stuff is starting to play out most people down the line are going to question why Manny declined the tests flat out and then asked for cut off dates later on.
I think if you took a poll most fighters would actually pick PBF as the greater fighter.

Floyd's been catching up the last few years. Pac is still greater but with all the good work Floyd has been putting in and with Pac being KTFO just recently, it may be even.
