Whose the physically strongest fighter @ 140lbs and 147lbs right now?

I believe Ricky Hatton would have to be the physically strongest at 140, he's been weight-training with Kerry Kayes to gradually add strength to all his muscles these past four and a half years (because he was already as polished as anybody technically), and he was pretty strong to begin with.

That automatically implies they are strong, that's given.

Margarito at 147. He throws wide, slow punches and still knocks guys out. That is a sign of Foreman/Peter type power. It's even more unusual to find a guy at that weight (compared to heavyweight) who can throw punches like that and be effective. He's incredibly heavy handed and strong.
Looking at a fighter's physique is not a good way to judge functional strength I don't think. Tyson at 220 was much weaker than the taller and lankier Foreman at the same weight, even though he looked stronger and had more of a "pumped" bodybuilder look.
