It's 65. Common core math is like this though. All of my kids are going through it. I can't explain how terrible it is.

no joke man, I showed my son how I solve %, multiply and add and subtract all in my head and he says it is so much easier the way I showed him without even writing anything down

The question is "how many people were on the train to begin with?"
saying 46 plus the 17 people that got on would make it 63 people total now
however, the 19 that got off would now make it 27 people now on the train.
simple, the difference in people getting on and off is (-2) meaning 2 more people got off than got on, so if there are now 63, then 63+2=65
