Pires was never 'cut inside and twat it every time I get the ball'. The system works well and the striker will score plenty if at least one of the wingers has a bit of guile about them. It's when your wingers become predictable that the striker will get suffocated.
Teams have done it pretty recently. Henry/Eto'o/Messi and Ribery/Gomez/Robben are 2 good examples of that system being played where the number 9 has scored ****loads, because players like Ribery and Messi are easily capable of both beating the fullback and playing the killer ball. It doesn't work for Spurs because none of Bale/Lennon/Siguršsson have both sides to their game.
The amount of times the ball in behind to Defoe has been on when the back 4 gets drawn to Bale teeing himself up is ridiculous. Adam Johnson used to do it all the time for us.
