Quillin probably isn't a bum but hasn't proven he is anything above average, Chavez Jr and Vera both managed to beat up Andy Lee.

The biggest fight left for Ward at 168 was Golovkin. Team GGG rejected it so he moved up.
The other fights at 168 are either promotionally impossible (DeGale/Jack) or pointless (Abraham II).
And of course HBO wanted Ward as far away from Golovkin as possible so they made it a stipulation in his deal that he move up to 175 and promise to fight Kovalev.
