So what you are saying is that when Floyd admitted to using drugs to not feel pain in his hands it was in fact PEDs? Actualy worse because later Floyd's team contradicted Floyd by saying that he never did it, like they were trying to hide the fact that Floyd did.

Pacquiao was denied the TUE that USADA granted him on grounds that there was not enough time for the NSAC to perform their own investigation. Yet Floyd's TUE came to be known as much as 20 days after the fight, how did they investigate that? Why is there no sanction?Important Notice: If you use any prohibited substance before receiving a TUE Approval from the Commission, you run the risk of being found to have committed a doping violation should the Commission subsequently deny the request for a TUE.Comment

On Mayweather's form, didn't he check a box to say that he didn't have any medical issues requiring him to see a practitioner? I think the argument that it was being administered for the sake of dehydration goes out of the window because of that.
