In other words, if Mayweather and Pacquiao actually did sign such a similar agreement for testing POSITIVE for the May 2nd bout, wouldn't it be practical to add something extra in that Toradol shot?!!!!

Pac didn't violate any protocol. They asked permission which was later denied. The other guy hid behind nsacs back which is a clear violation of wada and nsac rules and still was given an exemption. BIG DIFFERENCE bud.
The commission which is NSAC is the governing body of this event. Just as USADA is under the rules and regulations of Wada, hence Nsac has the full authority over Floyd, Manny, USADA.

USADA is not ''UNDER'' any rules and regulations of WADA. If it were that easy, a Las Vegas bout would somehow just acquire, which I guess VADA or USADA are not good enough with stateside agencies. Would it have been better if Floyd and Pac agreed to a different out of country agency? They adhere to the code of WADA and follow it, including policy for TUE's and Retroactive use guidelines. Let's not make common sense practices more difficult aside from the fact for the amount of testing that went on for May vs Pac....
