the nsac have the authority but did not have the heart to stop the fight as they are afraid of the fallout of a postponement....
however, letting pac fight without the medication cleared by usada was a decision that nsac will have a difficult time explaining if an inquiry will be conducted....because they did allow a fighter fight with an injury and denied him the medication...this greatly tilt the advantages more so for floyd.....

Pac go away with your team. You are full of *****. Running with a little discomfort as if your right arm fell off, because you feel you lost to a man you weren't supposed to. Acting like you were a right handed killer puncher. You lost because your boxing IQ was too low to beat the man you fought.

I must say, I'm terribly disappointed in team Pacquiao. He should have postponed the fight, period. With all of the hype, anticipation and money involved, this fight should have been nothing less than the best that both fighters in the best health and shape possible could have offered. The excuse that Mayweather may not have fought Pacquiao at a later date is ludicrous speculation. The money would have still been there, as well as the hype and anticipation. Pacquiao and some others harp on the NSAC not allowing him to have pain medication administered before the fight. Besides the ethical issue, would it have really done much good? Pain killers help kill the pain, but they don't heal the injury. So Pacquiao would have still been injured, which means he still would not have been able to perform at peak levels. His deception resulted in a lousy fight, which cheated everyone who put money in his pocket to watch it. Sorry Manny, but you ****ed up royally with this.

In mid-April, his condition was evaluated at the Kerlan Jobe Orthopedic Clinic in Los Angeles. Pacquiao later told Filipino journalist Ronnie Nathanielsz that he was advised to rest his shoulder for thirty to forty days.
At that point, Pacquiao considered postponing the fight. But he opted instead for a ****tail of pain-killing, anti-inflammatory, and healing drugs approved by the United States Anti-Doping Agency (USADA), which had contracted with Pacquiao and Mayweather to oversee drug testing in conjunction with the fight.
Thereafter, Pacquiao’s preparation for the fight was significantly compromised. Among other things, he stopped sparring for at least a week in an effort to avoid exacerbating his shoulder injury.
At a pre-fight physical administered by the Nevada State Athletic Commission on May 1, Pacquiao (or advisor Michael Koncz; it’s unclear which) filled out an NSAC medical questionnaire and listed the medications that Manny had been taking: Lidocaine, Bupivacaine, Celestone, PRP, and Toradol.
Koncz told the New York Daily News and krikya360.com that he was the one who filled out the questionnaire. Bob Bennett (executive director of the Nevada State Athletic Commission) told Fox Sports that Pacquiao did it. [Click Here To Read More]
I agree the fight should have been cancelled but just imagine the backlash at Pacquaio if he had pulled out?? It would have devastated Vegas. . Instead Pacquaio manned up & went ahead thinking he had done the right thing
Would people have sued Paquaio if he had pulled out?? Would PacquaIO have ever got another shot??
Just the same as Margarito & the CSAC the commission screwed upbut the fighter suffered. It breaks my heart to see boxing get so corrupt
