Then he stalls on announcing the fight, because when the fight is on testing will begin, so he stalls so the PEDs can clear his system.

you forgot he also wouldn't agree to Manny's PED penalty request, isn't using VADA, the ref could be black, the gloves, and at least 8 other excuses.
