Bradley didn't volunteer to pay for testing for the both of them. Especially when he already knew that Arum did not want VADA whatsoever. Bob Arum is no fan of VADA. So don't blame Pacquaio, blame Arum, because Arum calls the shot on virtually all of his boxing business.

If Pacquaio does his next fight in Macau, they'll likely use VADA because they can't use NSAC to do the testing. That's the only reason VADA was used with Rios, and it'll be the only reason they are used again in the future. If Pacquaio fights out of the country or outside of Nevada.
