Guerrero has a very solid resume with 9 title fight victories, including wins over Berto, Aydin and Katsidis. Up until the Floyd fight he had only lost once and that was in 2005. He was ranked 10th for what like a couple months?
Like that is really saying something.

BTW, the rankings are based on a panel of experts, not just one promoter.

for me top 3 has mayweather, ward and pac......rigo has a very good win against donaire who was ranked #5 p4p at the time..but that's about all rigo has.....he needs MORE quality wins imo to be placed at the top 3..he's close though (maybe #4 or #5).
