It is just another bad look for Manny on the issue, when that all could be easily erased. Instead things like this leave room for people talk, speculate and assume which will just continue that endless cycle of throwing that sort of stuff in peoples faces when they are doing similar stuff.
It is just a silly self inflicted problem really~

They are doing extra testing for this fight:
Pacquiao-Bradley II set for April
"Both fighters agreed to random blood and urine drug testing leading up to the fight to be conducted by the Voluntary Anti-Doping Association, which is headed by Dr. Margaret Goodman, the former chief ringside doctor for the Nevada State Athletic Commission. Arum said Goodman would work closely with the commission every step of the way with regard to the testing".

If I wanted to be cynical I would say Arum did in on purpose to heat up that old debate and get people talking about Manny by any means necessary. Any publicity is good publicity and more people may tune in to see how Manny performs in comparison to his last fights.
