Floyd was knocking guys out at the lower weights. As he came up in weight, his power didn't translate as well as Duran's because Duran was naturally blessed in that department.
Duran was an excellent boxer-technician, but so is Floyd. Floyd has been the smaller man in his last couple of fights and you've seen him stand toe to toe with the best that the divisions had to offer and DOMINATE.
Power isn't everything. Hell, Ray Leonard's KO rate dropped every time he ventured above welterweight. He didn't have the power outside of WW .. and when you consider how much shoe-shining Leonard did to score points it makes your criticisms weak as Sugar Ray is a legend HOF'er.
And Ray's got Duran 2-1.
I think Floyd's gift of defense is greater than Duran's gift of offense personally. I think Leonard's offensive was greater than Duran's, but Duran's defense was greater than Leonard's.
I also think that both Floyd and Duran were more well rounded than Leonard, but you must be at an elite level to rule with your strengths.
Leonard ruled with his offense.
Mayweather rules with his defense.
Duran never quite ruled, but his talent and ability were undeniable in his prime. He was among the best, but he wasn't thee best.
