IT WAS DECIDED, BASED ON THE RANDOM TESTING UP UNTIL THAT TIME that led them to cut off at 18. are you trained in ost? no? thats right. just because they decided that 18 was good enough based on his tests at that time they decided on no further testing. did they or did they not tell shane that he had a 18 day cut off before the fight?

that means from the start of training to the cut off date the testing will be RANDOM. so it could be from training day 1, 10 , 234, 324932084093284, to cut off day or it could mean day 2, 12, 24,38, cut off day
