Mayweather may (debatable as to whether or not he can remain consistent) bring more money to HBO than any other fighter currently, however, that is in the short-term. At some point HBO will reevaluate what is in the best interest of their sports division in the long-term. Ross Greenburg may need to ask himself a few questions....
If Floyd decides to go on hiatus again so he can work on a rap album with his 5 year old cousin...T Dubb, where can they (HBO) wisely spend dollars out of their budget that would serve them well in the future, --as not to be held dependent on one person's decision to fight or balk at contracts.
HBO faced a similar situation in the past with Roy Jones, in which Greenburg openly admitted catering to Roy's demands were a mistake. So yes Mayweather brings immediate revenue to HBO, that doesn't necessarily bode well for it's long term fiscal viability, with respect to building up other potential fights, super-fights usually take anywhere from 5-10 years to put together; it's time dependent.
HBO can force Floyd's hand by saying to him "take your chances with future PPV numbers (I doubt his numbers will remain high if he cherry picks opponents)", by substantially lowering or cutting his guarantee. If May is so confident in his ability to put up big numbers, then no safety net (guaranteed %) is necessary.
