Either Team Pacquiao does not want the fight to take place in March in order to properly prepare for the highly skilled Mayweather or they truly want to avoid random drug testing which would insinuate that they hiding something.

You're complaining about what's in a contract and how he agreed to it as a concession to Pac, he conceded because he was guilty of committing the act before.
