Fury or Usyk arguably at first place (they need to settle it). Wilder, for me, is not above AJ in any way, shape, or form. Whyte creeps into top 5 based on his resume. There is argument to not have Wilder in the top 5 at all. If AJ defeats Usyk in the rematch, the ranking changes again. But those are all exciting fights in the HW division (Fury - Usyk, AJ - Wilder, Fury - AJ, Whyte - Wilder, Usyk - Whyte and so on)
1. Fury & Usyk
2. Joshua & Wilder (I can see a case for either guy a little ahead of the other)
3. Whyte, Ruiz, Joyce, Ortiz
4. everyone else... I may have missed a few.
Your list seems more logical than any of the others I've seen and there is a solid argument that your right on the money. Oddly enough a case could be made for any one of the 4 on top to beat any one of the others at the top.
