Excessive clinching is the worst because it goes against the very nature of boxing. You are not punching, and you are not allowing your opponent to punch either.
The refs breaking them up causes a lot of this. If the ref told them to punch and get out, you'd see a lot less holding and you'd also see a lot fewer fighters who hold because they wouldn't get anywhere.
