We don't know that for sure, the Pacquiao fight is definitely attached to Cotto's re-signing with Top Rank again. There could be something in that contract that says Cotto can renege if the Pacman fight doesn't happen. The Pacman fight was the carrot Arum's been dangling to Cotto's face for Miguel to re-sign.
