I'm giving out some secrets here, but you can dip your hands in ice water and that tape will, like, marinate and become harder.
OTH, Don Felix denied all that and said he wrapped his hands as he did to create a "pillow", to protect Tito's hand; and said that far from creating a plaster-like effect, "this tends to take away some of the power in the punch." He also claimed to have been unaware that the way he was wrapping it was against the rules.
It should have been investigated at the time, and got to the bottom of one way or the other. But unfortunately, it wasn't.

The fact is that it is far away from Margarito's situation, because nothing was proved in Tito's case. Tito was proved to have incorrectly wrapped hands (which is all they mean by "illegal wraps"), but nothing more. However, in terms of what was alleged by Fisher, it is not far away from Margarita's case at all. Fisher alleged that the way his hands were illegally wrapped turned his hands into lethal weapons, comparable with the effect of plaster in the wraps. That is a very serious allegation, which should have been investigated and wasn't. If the allegation was unfounded, then it would have been in Tito's interests for it to be investigated, because it would have cleared his name.

It's not as if Cotto fought a terrible fight and didn't perform well at all. For a good portion of the fight it looked like a schooling in favor for Cotto. If it were a case where Cotto couldn't land anything and was being beat up all night I could probably see where Cotto wouldn't want a rematch.
Bottom line, it comes down to principles which is where Cotto and the rest of the Boxing world is coming from. You can't just go ahead and sanction a fight with a cheater just because the opposing fighter wants revenge. That's some kid ****. We're talking about loads of money, sanctions, reputability of the sport, which Margarito deserves none of.
