I'm not one who's pinning my hopes on it because a loss is a loss, take it in stride. But I'm a firm believer that if he did it for the Mosley fight, it wasn't the first time (especially considering Mosley wasn't supposed to be as dangerous coming into the fight as Cotto was last July).

This is nothing more than a CYA move by NSAC. With Margarito getting caught so red-handed (or plaster handed, if you prefer), NSAC knows they are now exposed for possibly missing the same thing. If NSAC were to admit to anything, they could be exposed to lawsuits or possible other legal sanction. This is nothing more than an attempt to sweep things under the rug without a full investigation so that they can cover their asses from possible charges of negligence.
It may not be provable that Margarito cheated against Cotto like he attempted to against Mosley, but it's far to early to say that he didn't.
Personally, I think this should be a criminal offense and that it's time to get Margarito and his various trainers in interrogations rooms, separately, and get them to talking. Let's see what kind of beans spill then.
