The fact of the matter is that Margarito was not cleared of anything. The NSAC just decided that it wasn't going to waste its time and taxpayers dollars investigating something that, even if it were true, wasn't going to be proven. So, the neutral position is neither required nor really definable.

Theres a very easy way to find out if he had loaded gloves in the Cotto fight....Cotto vs Margs 2....if Cotto doesnt all of a sudden start to look like Sloth from the goonies by the 10th then you know Margs is a scumbag cheater after that fight he should only get matches opening up for Donkey shows in Tiajuana

Shane kept Margo to about 50-60 thrown a round..by clinching and backing him up.
If you get hit 50 times in a round you are gonna look like that.

Of course the Nevada state athletic commission is going to deny any negligence after this. I wouldn't directly accuse them of simply missing any illegal tactics because no one will ever be able to say this far after the event, but it's an obvious prophylactic step to take and doesn't really prove or disprove anything. The CSAC alone will take the fall.

If the HBO reported that plaster like substance was confiscated then you know what I'm going to believe? That plaster-like substance was confiscated. Do you know why? Because Bob Arum has enough money to pay off the people making $35-40,000 a year who're doing the investigation.
