the worst champions in my opinion were bruce seldon(defended vs joe hipp then tyson)& ruslan chagaev( tough defences vs matt skelton & carl drumond)...those 2 are my choices of worst world champs. the WBO was NOT a world title until 2005 so guys like mike bentt, herbie hide, dominani were not world champions. ray mercer & tommy morrison were not world champions, the the klitschkos were not world champions when they lost WBO titles to sanders & byrd...the WBO was a regional belt mostly defended in europe & asia. when an american won it they would immediately vacate it for a REAL world title shot...

What criteria do u use to judge the worst heavyweight champion of all time?

Haven't really thought about it, but I guess it would be someone who is unimpressive to watch with an unimpressive record against top opposition. Jeffries retired unbeaten after dominating the division. If he's the worst heavyweight champion, then what about the heavyweight champions he knocked out? I've never seen one all time list that had Carnera over Jeffries.

Now maybe you can explain how you came up with your judgement?
