Traditionally, address was just for if you speak to a crowd of some sort or obviously a location. It's like if an error is used often enough, it becomes correct.
When people use it in regard to "We need to address this issue" They should be saying "We need to redress (rectify) this issue"
If you just address an issue, you're not doing anything.

i remember as a kid they always gave us **** in grammar school for the word "aint" but by now, its made its way to the dictionary

that kind of thing... pretty soon "ur" will be in the dictionary showing the same definitions of "your" and "you're"
