At 7:08 you can clearly see the ref did not assist in the rolling over of Fedor, but he seemed heavily dazed and in no state to defend himself
Stoppage was quick, but inevitable

if the ref didn't come in , fedor wouldn't have gotten to his back.

look at where hendo's knees are.

as far as assisting fedor in flipping over , look at herb's legs.

not 100% sure but it seems like herb's legs helps fedor turn over. maybe 50-50. can't tell for sure.

but either way he wouldn't have been able to turn so easily. hendo was in a dominant control position.

fedor took 1 uppercut and got pounded in the back of the head another 5-6 times by the time herb moved to stop it. he probably took about 8 shots to the back of the head as is with herb stepping "EARLY" supposedly.

i think its a culmination of factors

first if he would have actually STOPPED it when he started too, there wouldnt be as much fuss i dont think

herb went in like he was stopping it but didtn and then fedor was squirming a little to defend and then he actually stopped it

like i said, it doesnt matter... it would have been stopped likely anyway, but i usually expect top notch from herb dean and he was underwhelming in this one

Exactly, the ref was in the key position, he saw how Fedor was reacting
People just expect to see an unconscious guy getting his faced pummeled in the UFC... if the ref hadn't stopped it, they'd be saying that he unnecessarily took shots to the face after being dropped and pummeled in the back of the head.
