2. after learning the mistake......instead of replacing them , they spend money trying to improve it.

3. they only improve HALF of it. so half the troops got rifles that are not that good while the other half have ones that are terrible.

Happend a lot when the Iraq war began. The Defense Secretary mentioned some BS about them not being designed for use in deserts. Why they were equipped in such a way still baffles me.
