What is your interpretation of these terms? What connotations do they have?
I use "Hip-Hop" to refer to the culture/movement, and "Rap" to refer to the genre and the actual technique. One is an element of the other.
I usually hear the terms used to differentiate between artists (i.e. so-and-so is hip-hop while so-and-so is rap) based on artistic merit. This is where the phrase "Real Hip-Hop" comes from.
