Cotton wool would allow the virus to collect along it's surface. Id be much better off wrapping in a polymer like Tyvek or something. Of course with a NIOSH approved respiration device.

I just have to imagine that a wall might be a little cheaper than outfitting the population of Mexico with HAZMAT suits, but I'm not sure.
