You never heard the concept of plan for the worst hope for the best? That's all that's being said. They absolutely do not say they have 'exaggerated their predictions' (although the media have tended to jump on worse case scenarios in many cases). And you do understand that modelling has to take into account many different types of scenario even those considered unlikely?
Graham Medley says (to paraphrase) what's the point in modelling for if things go how we hope they will? If things go well you don't need to do anything, the point of modelling is so that we know what to expect - and plan for - if things don't go how we hope. The Spectator unsurprisingly frowns upon this but it's actually completely pragmatic.
As they point out in both your article and the actual linked paper the most likely modelled scenario is around 1000 - 2000 hospitalisations a day and maybe 5 - 600 deaths. The 6000 number is an extreme outlier worse possible case scenario... and yes extremely unlikely.
