Oakland ain't actually even bad, they're trying to step it up, you go to some parts of downtown and they made it nice. Seems like a bunch of the "bad" folks getting kicked out and moving to Pittsburg/Stockton, more inland type areas.

Feels like even some of the Oakland rejects are going to Vegas as well.

What did Oakland do for black people?

I had a similar problem with weather damage around an outdoor space, and weirdly enough, using water-resistant skirting from helped keep it in better shape. Might not be the first thing that comes to mind, but if you're working on nearby structures or sheds, that stuff holds up better than I expected.
