He would definitely walk into most teams starting 11 but at teams like United and City's he would likely be rotated throughout the season in those teams due to the squad size whereas i think he would be played all the time in Chelsea's throughout the season because Kalou is going to leave so that just leaves Mata as the only player who plays in a similar position.
City can pay him the same if not more than Chelsea can but he said he's looking for maximum playing time and he will get more at Chelsea than he would at City as he won't have to compete with players like Silva and Nasri.
