Hernandez can't start. He can't. He's an impact player, and that's it. Start him and he's just a small guy who runs around a lot.

On the other hand Rooney is everything BUT an impact player. He uses his strength and aggression to control a game. He doesn't pop up and score unlikely goals so if he isn't starting he's simply not enough of an influence on the game.
