It's all about the players; they are given a big target, but in the face of the highest pressure, how do they handle it?
Even if the keeper goes the right way, a well hit penalty will go in.
You get 120 minutes to win a game. If you can't do it, you face the highest pressure in sports, one on one, penalties.

I know I am biased but Chelsea deserved to beat Bayern Munich in 2012. Simply because they handled the pressure of the shootout.
Played the final away. Which is always a bit ridiculous when it happens, and got bodied for 119 minutes. Then we had to take penos infront of their fans...........and still won.
I wont argue with anyone who says we were one of the worst sides to win it. But we were deserving winners. It was a team that showed intangibles are a big thing in football. That Chelsea team showed a lot of humility and toughness. Albeit not much attacking quality in the semi's and final.

The idea that penalty shootouts are luck is a complete myth.
A perfectly struck penalty simply can't be saved. So that can't be luck.

I can't readily say what I would suggest as an alternative, though. Maybe have 3 vs 3 like they do in hockey.
Or a more appropriate number (5 vs 5? 7 vs 7?) to suit the larger dimensions of a soccer pitch.
At least that way you are still playing the actual game itself to decide things.
