Oats..It's a high Protein grain 18%..with a little fat as well. So it is a good base staple for a diet. You wanna go real cheap it can be bought as feed or seed for around $250 per ton. Cut it up in a coffee grinder put in a bowl and gently blow off the chaff..Now you have fancy steel cut Oats. Seriously that's all the stuff in the store is. One ton, 2000 pounds, 40 50 pound bags, takes up about 300 cubic feet a 5'5' pallet around 5-6 feet high..Enough to feed a person for several years..That's about as cheap as you can get..

Milk??
I agree with most people that natural proteins like tuna and eggs would be cheap enough. I am not sure where people come up with milk though. Milk has only about 3 grams of protein/100grams. I guess for a liquid that's good, but it's neither filling nor a lot. I'd stick with eggs, tuna and chicken I guess. You can look up protein contents on Nutrition Information websites. I'd post a link, but I guess I am not yet allowed to do that.

The more typical cereal proteins, such as gluten and zein, are prolamines (prolamins). The minor protein of oat is a prolamine, avenin.
Oat protein is nearly equivalent in quality to soy protein, which has been shown by the World Health Organization to be equal to meat, milk, and egg protein.[9] The protein content of the hull-less oat kernel (groat) ranges from 12 to 24%, the highest among cereals."

Eggs with yolk and protein shakes. Spam. Vienna sausages. Pastas with lots of creamy chessy sauce. And lots of bread.
But if your just trying to bulk up period than you can eat anything. Eat lots of cheap fatty foods. Eat alot of egg and cheese sandwiches. And drink soda. But becareful not to bulk up too much. I would recommend only going 5 pounds over your target weight.
